Town of Eads Regular Council Meeting - May 12, 2026

The meeting was called to order by mayor Joe Shields at 5:00 P.M.

Roll call was taken by Robin Fox.

Those council members present were:

  • Junior McDowell
  • Kathy McCracken
  • Dennis Pearson

Absent:

  • Tim Trosper
  • Stephanie Sewell
  • Mikahael Rogers, assistant Town Clerk,
  • Trent Rittgers, Director of Public Works

Guest present were:

  • Candy Lane
  • Raina Lynch
  • Eric Pearson.

MINUTES

Junior McDowell made a motion to approve the April minutes that were presented with changes. Dennis Pearson seconded the motion. All Ayes

APPROVAL OF BILLS

A motion was made by Kathy McCracken to approve the bills and seconded by Junior McDowell. All Ayes.

OLD BUSINESS

Airport- Lance gave an update on the contact. hHEWE ifjriaogfhjaegkrleagaHe said that they are getting close to having it done.

NEW BUSINESS

Dennis wanted to thank Kathy McCracken for being on the board for 10 years and Joe seconded that. Dennis said to Kathy that she is welcome to come to meetings and stay involved.

Dennis swore Jeff Lane and Jesse Deines as new board members.

Bring up Items- Dan Richards got water shares from AV farms to lease for the wind farms coming in.

Jesse wants to know if the board needs to approve those water shares. He needs to get it figured out. Jesse and Jeff have been approached by several people about this situation. The people approaching them are concerned about the local farmers. Trent wants the trucking company to pay at least $4.00 per thousand. Jesse wants them to pay $80.00 per thousand. Jesse mentioned that we only raise it for anyone that’s not local. Trent mentioned that we have the credit card machine and that would be hard to determine who is using cards and who’s local and who’s not. Our attorney Lance said that this is not legal.

Jesse asked how the water shares got brought up and how it came about. Trent said hat it was all verbal. Jeff said he had heard that they are hauling until October. Jesse strongly suggests not accepting another share until we get more clarification. Lance said we probably need to get a contract if it’s going to be long term to get everything figured out usage being a big factor. Lance also said that the town shouldn’t single out one business or company on hauling water from the bulk water station it should be across the board. Trent brought up a tiered system like Cheyenne Wells does. Jesse brought up, He thinks there is a contract from 1950’s that the water can only be used for town residents only he also wants water timeline usage and dollar amount. Jeff asked if there’s been complaints about water pressure when they were filling the trucks. Trent stated he hasn’t had any complaints. Dennis is going to talk to Dan Richards about coming to the next board meeting. The board is discussing if they will use their share before the June 4th meeting and what do we need to do. They talked about whether they need to shut them down or force them to use there well. Junior made a motion once they have used their allotment before the June 4th meeting, they will have to shut down until we have a meeting with them and Dan. Jeff seconded this. All Ayes

Jeff brought up the wind turbine people are going to be coming through town 3 trucks a day. It would be 15 mins per truck for a total of 45 mins a day.

Jeff asked why does the town of Eads have a truck route. Mikahael answered and said because some of the loads are too tall or wide. Jeff responded and said the state (CDOT) will not permit a load that will not fit through the underpass. Jeff also stated that we shouldn’t have a truck route. We should shut them down at the town limits.

Dennis said that the chamber would like to have a meet and greet here at the town hall. Jesse wants to change the board meetings from 5 P.M to 6 P.M. Starting in July the eeting will be at 6 P.M. Joe is putting his resignation letter as Mayor. Robin will advertise for this position.
