Town of Eads Regular Council Meeting Minutes - June 9, 2025

The meeting was called to order by mayor Joe Shields at 4:55 P.M.

Roll call was taken by Robin Fox. Those council members present were, 

  • Stephanie Sewell
  • Fred Derby 
  • Kathy McCracken
  • Dennis Pearson
  • Tuck Liebl 
  • Rich O’Brian.

Mikahael Rogers, assistant Town Clerk, was present. 

Trent Rittgers, Director of Public Works, and,

guest present were Betsy Barnett, Raina Lynch, Megan Herran and Beth Bell.

Public CommentBetsy Barnett with the Kiowa County Independent, started off with the town is a statuary town. She talked about elections and that Raina had requested information on election and was getting the response with the CORA request papers and the fee schedule. She told the board what they have to send to them and didn’t feel they should have to pay the fees. She didn’t know why we send everything to the town attorney for clarification on what we can and cannot give out. She then read the minutes from April 8th that the board approved on the part that had to deal with her and Raina, she doesn’t feel these are correct. Betsy also wants the town to pay to have a web page with all the information on it. The board listened to all the complaints and concerns, and let her know that the Town sends everything to CML and DOLA and that everything is correct and we are in compliance with both of them. 

Betsy second agenda was the library; she said the 3rd pay app wasn’t ready yet. HVAC is going in this week. The electrician and plumber will be here this week all to start all the work. They have sent in the information for the tax credit and that should all be ready soon.

Stephanie Sewell made a motion to approve the May minutes that were presented with changes. Fred Derby seconded the motion. All Ayes

APPROVAL OF BILLS

A motion was made by Kathy McCracken to approve the bills and seconded by Dennis Pearson. All Ayes. 

OLD BUSINESS

NEW BUSINESS

New pool- Beth Bell handed the board packets on the new pool and designs. The pool subcommittee has been meeting and trying to figure out the best route to take to get a pool going. They discussed hiring a local contractor to build the bathhouse, and fence. With the GOCO grant we have to have ADA and bathrooms for the park users to be able to use. They will file for a GOCO extension to push it to 2028. They would like to redesign the pool. The board made a motion to look at a redesign. Stephanie Sewell made the motion and Dennis Pearson Seconded all ayes. Beth will keep everyone updated on the progress.

4th of July parade would like to block off 14th street for the 4th, the board agreed to let them block off on the west side of Goff and Maine with Goff staying open and checking with the property owner to make sure she is ok with blocking her driveway off for a few hours. They will have to pay the $50.00 fee to use the water and electric.

Bring up Items- Trent brought up some issues the town is having with flooding during these big rains. It was discussed that we need some drain pans put in on 7th street. Fred Derby agreed with Trent’s ideas and thought this would make a good solution. Tuck Liebl would like to have GMS look at it and see what they think first. The pans would cost around $7500.00. This will be tabled until GMS is contacted. The town is going to start maintaining the roads on that end of town up to the tree rows.
