USDA Update – January 5, 2022

COVID-19 UPDATE - The USDA Service Center received instructions last week that all customers visiting any Service Center will be required to wear a mask, regardless of vaccination status.

It’s a good way to begin 2022 with some moisture.  Eads had little over 1.5 inches of snow with just little over a tenth of moisture with it. 

2022 ARCPLC ELECTION AND ENROLLMENT

Kiowa County operators with farms eligible for the ARCPLC program received a postcard a few weeks back stating that 2022 election and enrollment was available and would end on March 15, 2022.  Producers were also asked to call or email the office to schedule an appointment.  Response from producers has not been very good.  The office is anticipating another CRP signup to begin in January and Kiowa County has 90,000 acres of expiring CRP that will be eligible for reenrollment during this signup.  With that said, the office needs to get 2022 ARCPLC election and enrollment completed ASAP.  Please call or email the office to schedule an appointment to complete election and enrollment.  

Below is a breakdown on the programs available. 

PLC -  Price Loss Coverage -  PLC program payments are issued when the effective price of a covered commodity is less than the respective reference price for that commodity. The effective price equals the higher of the market year average price (MYA) or the national average loan rate for the covered commodity. Currently the effective price of covered commodities are more than the reference price; therefore there is no projected payments for 2022 PLC.  

ARC-CO  - Agriculture Risk Coverage County - The ARC-CO program provides income support tied to historical base acres, not current production, of covered commodities. ARC-CO payments are issued when the actual county crop revenue of a covered commodity is less than the ARC-CO guarantee for the covered commodity.  

The chart below reflects the benchmark revenue, guarantee and maximum payment rate for 2022.  The only piece of the puzzle missing for ARC-CO is the actual year yield and price.  If the actual yield x price exceeds the guarantee revenue there will be no ARC-CO payment in 2022.  That information won’t be available until 2023; due to the fact all commodities have to go through a marketing year to determine the final price.  

ARC-IC – Agriculture Risk Coverage – Individual -  The ARC-IC program provides income support tied to individual farm yields.  The election for ARC-IC is done at the farm level not at the existing commodity base acre.  If a producer elects ARC-IC; they will need to provide historical production to determine a benchmark yield.
