USDA Update - October 1, 2018

2017 PRICE LOSS COVERAGE RATES
The 2017 PLC final rate for Grain Sorghum and Corn were announced on Friday, September 28th. Payment rates for the following commodities, are as follows:
- Corn - .37 bu.
- Grain Sorghum - .73 bu.
- Wheat - .78 bu.
- Barley - .48 bu.
- Oats – 0.0
Final payment rate for sunflowers will not be announced until November 30th; with the payments being issued in December. Currently the PLC rate for sunflowers is .0275 cwt. The actual county yields for the ARC program have not been announced, to date. FSA offices will be issuing ARCPLC payment the second week in October, payments will be subject to a 6.9% sequestration rate.
2018 LIVESTOCK FORAGE PROGRAM
The last day for livestock producers to apply for 2018 LFP is December 30, 2018. FSA Offices are encouraging producers NOT to wait until the end of the calendar year to apply and to apply before November 15th. Current FSA procedure DOES NOT allow for late-filed acreage reports past one year of the subsequent years acreage reporting deadline. The acreage reporting date for perennial grasses is November 15, annually. The last day to complete a 2018 acreage report which will be considered late-filed for 2018 perennial grasses is November 15, 2018. Therefore if a producer applies for 2018 LFP after November 15thand a 2018 acreage report was not filed; the producer will not be able to use the unreported acreage on the LFP application, which will affect the producer’s payment.
The LFP program determines payment based on the lesser of either the monthly livestock or forage cost and producers must have both components to qualify. The forage cost is determined on the number of acres the producer has claimed control and risk for 2018 crop year on the FSA-578, Report of Acreage. The livestock cost is based on the number of animals the producer owns or leases.
2019 ACREAGE REPORTING DEADLINE
The staff is busy getting the new Farm Bill program folders ready for producers to complete their 2019 acreage report for planted wheat and triticale, perennial grasses and alfalfa. The 2019 maps have not been printed, we are asking producers to give us this week to complete getting the folders completed. However, if producers need to report their planted 2019 acres, please CALL the prior to coming into the office. This will save you and us time.
