Eads Board of Trustees meeting minutes - October 11, 2022

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday October 11, 2022 at 5:00 p.m. in the Town Hall. Robin Fox took roll call:

  • Mayor – Joe D. Shields- Present
  • Trustees – Present –Kathy McCracken, Stephanie Sewell, Tuck Liebl, Justin McLoud and Fred Derby 
  • Absent – Dennis Pearson 
  • Town Clerk- Robin Fox 
  • Assistant Clerk- Mikahael McCracken 
  • Director of Public Works- Absent 
  • Town Attorney – Lance Clark – Absent

Minutes­- Stephanie Sewell moved to approve the minutes as presented. Kathy McCracken seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken moved to approve payment of the bills.  Fred Derby seconded, motion passed unanimously.

Public Comment- Kayla Murdock with Kiowa County Sheriff’s office was present. She handed out a graph of all the calls they did for the month of September for Kiowa County. Brian Williams was present, he just wanted to start coming to the meetings and answer any questions that may come up. Kayla asked about getting a new sheriff car added to the town’s budget, the board decided they would wait and discuss this with the new sheriff after the election. The board asked why the town is not getting help on enforcing the current Ordinances. It was also discussed that a new sheriff agreement will be done after the new sheriff is put into office.  

New Business:  Water rate increase- With much discussion after the audit, it was decided that a 4% increase in the utilities was necessary. This increase will help cover all the town’s increases in maintenance, and cost of hauling trash. The Ordinance will change January 1, 2023 the February bill will be the first you will notice the increase. Stephanie Sewell moved to approve the increase. Justin McLoud seconded, motion passed unanimously.

Preliminary budget was presented; the staff will work on the final budget and present it at the December meeting. 

Grants- Cindy McLoud gave an update about the CDOT grant for the sidewalk in front of the theater. She is working on the pool narrative that has to be turned in before 11/1/2022.
