Kiowa County Commissioners meeting minutes - July 27, 2023
The Regular meeting of the Kiowa County Commissioners was called to order on July 27, 2023 at 9:00 a.m. by Chairman Donald Oswald. Lening opened the meeting with prayer and the Pledge of Allegiance.

Cindy Mcloud, with Kiowa County Economic Development Coordinator entered the meeting to provide a monthly report. Mcloud has been busy working with the Town of Eads in submitting a Letter of Intent to DOLA to the Maine Street project.
The Town of Eads and the Crow Luther have received a grant in the amount of $500,00.00 which will be used for the completion of the renovation of the two buildings on Maine Street just south of the Theatre. This is planned to be the new home of the Kiowa County Public Library.
Minutes: Lening moved, and Robertson seconded the motion to approve the minutes as presented. Motion carried.
Patrick Breslin, Consultant for lnvenergy entered the meeting as a member of the audience.
Vouchers: Robertson moved, and Lening seconded the motion to approve the vouchers as presented. Motion carried.
Agenda: Oswald moved to approve the agenda with the following additions: New Business -Air Conditioning. Lening second the motion. Motion carried.
OLD BUSINESS:
Grant Updates: Adamson finished up the mini grant on the arena lighting at the fairgrounds.
Landfill/Recycling Update: Jeff Scranton, Landfill Foreman is waiting for the third roll off to come in and will pick up in Garden City when they are ready.
Planning and Zoning: Adamson discussed the new consultant company E3's recommendations. E3 Consulting will review their comments with lnvenergy and our staff at an upcoming meeting.
Fairgrounds Repairs/Estimates: There is a proposal from Ranahan for the arena light wiring at the fairgrounds. The BOCC will discuss further after meeting with Ranahan Electrical this afternoon.
Robertson moved and Lening seconded the motion to approve the bid from Triple B-Door to replace the southwest garage door at the fairgrounds in the amount of $2,724.17. Motion carried.
Oswald moved, and Lening seconded the motion to recess for lunch at 11:57
a.m. Motion carried. The regular meeting reconvened at 1:15 p.m.
Upcoming Meeting and Reports were signed acknowledged.
NEW BUSINESS:
New Hire Progress Report: Webster Hogue and William Chapelle are both new Deputy's in the Sheriff's Office.
Clerk Weeks submitted the resignation of Ginger McPherson. The BOCC would like to thank Mrs. McPherson for her work in the Clerk's Office.
BlueEarth MET Tower Permit Extension: BlueEarth filed for a three-year extension for a MET tower that was constructed in 2018. Oswald moved, and Lening seconded the motion to approve the extension until 2026. Robertson abstained from voting. Motion carried.
Mountain Tower Building Permit: Lening moved, and Robertson seconded the motion to approve the Mountain Tower Building Permit. They will be replacing a wooden pole for a steel pole at their Towner location. Motion carried.
Fossel Building Permit: Oswald moved, and Robertson seconded the motion to approve the Fossel Building Permit. Motion carried. This will be for a 310 foot communication tower located southeast of Haswell.
Road Foreman Rick Spady entered the meeting at 2:00 p.m. to discuss the food items to be purchased for the fair BBQ. Spady exited the meeting at 2:27 p.m.
Air Conditioning in Courthouse: The east side offices have no air conditioning at this current time. Window units and box fans have been purchased. Discussion ensued with a decision to have Adamson get the specifications on the current air conditioners and contact different contractors.
Lening moved and Robertson seconded the motion to approve the wiring for the arena lights to Ranahan in the amount of $5,950.00. Motion carried.
The next regular Commissioner's meeting will be August 10, 2023 at 9:00 a.m.
With no further business to discuss, Oswald moved and Lening seconded the motion to adjourn the meeting at 3: 03 p.m. Motion carried.
