Kiowa County Commissioners meeting minutes -October 11, 2018

The Kiowa County Commissioner's regular meeting was called to order at 9:00 a.m. by Chairman Richard Scott on October 11, 2018. Oswald opened the meeting with prayer and Pledge of Allegiance. Those attending were:

Richard Scott, Commissioner 

Cindy McLoud, Commissioner 

Donald Oswald, Commissioner 

Patricia Roper, Deputy County Clerk 

Tina Adamson, Administrator

McLoud moved and Oswald seconded the motion to approve the minutes with the amended corrections. Motion carried. 

Oswald moved and McLoud seconded the motion to pay the vouchers as presented. Motion carried. 

Scott moved and McLoud seconded the motion to approve the amended agenda as presented. One addition: Letter of Support for the DRIVES Program. Motion carried. 

OLD BUSINESS: 

Grants and Landfill Updates were reviewed. Road Foreman Howard, Landfill Operator Tim Witzel, Town Manager Van Brown and Garold Deines with DW Waste will meet with the Commissioners to discuss the fees that the landfill may be enforcing in the near future. 

Oswald moved and Scott seconded the motion to recess for lunch at 12:00 p.m. Motion carried 

The meeting reconvened at 1:05 p.m.

Oswald moved and McLoud seconded the motion to approve the Time Off Request. Motion carried. 

Oswald moved and McLoud seconded the motion to approve the application for the Underfunded Courthouse Grant. Motion carried. 

Scott moved and Oswald seconded the motion to Support Proposition 110. Motion carried. 

Oswald moved and Scott seconded the motion to appoint Commissioner Cindy McLoud as the CCI Committee Member Appointment. Motion carried. 

Oswald moved and Scott seconded the motion to approve the Fire District Bill of Sale. Motion carried. 

Oswald moved and Scott seconded the motion to Adopt only a portion of the CCI HHS Policy. Motion carried. 

Administrator Adamson will write a letter to request better support and training for the County Clerk's Office in regards to the new motor vehicle program (DRIVES). Other county commissioners had contacted Adamson in regards to concerns the Clerk's office was having in registering vehicles and reconciliation of days end work. 

The next Regular meeting will be October 25, 2018. 

Oswald moved and McLoud seconded the motion to recess the meeting at 1:55 p.m. in order to conduct interviews for the Road Maintenance position. Motion carried. The meeting reconvened at 3:20 p.m. with Oswald making a motion to offer the Road Maintenance position to John Ellis. Scott seconded the motion. Motion carried. 

Without further discussion, Oswald moved and McLoud seconded the motion to adjourn the meeting at 3:21 p.m. Motion carried.
