Kiowa County Board of Commissioners Meeting Minutes

The Regular meeting of the Kiowa County Commissioners was called to order on October 16th, 2025, at 9:00 am

Present

Call to Order

Chairman Donald Oswald called to order at 9:00 a.m.

Commissioner Robertson opened with prayer and the Pledge of Allegiance

Commissioner Oswald moved to approve the minutes from the previous meeting. Lening seconded. Motion carried.

Robertson moved to approve the vouchers. Lening seconded. Motion carried.

Oswald moved to approve the agenda with additions. Robertson seconded. Motion carried.

Old Business

Grant Updates/ KCEDF REDI Grant: Will be checking on status of Transit Building construction. Discussion occurred about how the County will support the new director position funded by the DOLA REDI Grant. BOCC discussed how to use the remainder of the mini grants before the end of the year.

Landfill/Recycling: All recycling has been taken out, and metal and tires will be taken out soon.

Housing: Cactus Corner - Landscaping Is In, hopefully tenants will be moving in soon. Planning & Zoning/ 1041 Building Permit Review: Adamson would like to hire Ensight Energy to review 1041 Building Permits and they would do the required Inspections for 1041 Building permits only, Discussion was started about potentially allowing “man-camps" in the county with regards to the renewable energy projects.

Impact Projects: Robertson moved to ratify purchase of new radios for Kiowa County Fire District up to $245,000. Adamson handed out a proposal plan from Landfill & Recycling for updates and improvements for BOCC to review. The bill for the hospital landfill loads from demolition of the house has been received and will be re-imbursed from impact fees. Election Update: Kiowa County Independent is wanting review of an article to be published in the next edition.

Audit 2024: Auditor is waiting for more information from Social Services to complete the audit

County Road Speed Limit: Oswald moved to reduce speed limits on all county paved roads to 55 mph, Lening seconded. Motion carried.

DSS Report

Audrey Johnson, Director of DSS entered meeting at 10:27a.m.

Johnson emailed a draft of the 2026 budget to the BOCC. Johnson presented the new MOU for Prowers County for the Hotline County Connection Center which manages family referrals. There Is a small price increase, Johnson stated the office usually stays within the allotted number of referrals each month, any overage Is billed individually. Johnson updated on state/federal benefits with the federal government shutdown. DSS was told by the state that no SNAP benefits will be issued for November until further notice. Recipients will be notified starting October 21st., DSS remodel is complete. Johnson exited at 11:00 am.

Board of Health

Robertson moved to enter Board of Health meeting at 11:03 a.m., Lening seconded. Motion carried.

Lening moved to adjourn Board of Health meeting at 11:39 a.m., Oswald seconded. Motion carried.

Robertson moved to recess for lunch, Lening seconded at 12:15 p.m. Motion carried. Meeting resumed at 1:25 p.m.

Lening moved to go into executive session pursuant CRS 24-6-402(4)(b) for personnel matters at 2:19 p.m., Robertson seconded to motion, motion carried.

Oswald moved to adjourn the executive session, Lening seconded at 2:42 p.m. Motion carried. Regular session resumed.

New Business

Monthly reports were handed out to the Board.

Time Off Requests: None

New Hire Report: New Maintenance personnel are doing well.

2026 Budget: Should have draft next week.

lconergy Agreement: Oswald moved to approve the $12,000 Investment into Iconergy research, which includes the engineering/architectural report on the energy projects for the county. Robertson seconded. Motion carried.

EPIC Property Request: Adamson will invite requester to a future meeting.

LAV AA Resolution: Annual Resolution agreeing to participate. Robertson moved to sign Resolution for $785.00 annually for participation with dues of $785.00. Lening seconded.

Motion carried.

Prowers County Environmental Health IGA: Robertson moved to sign JGA, Lening seconded, motion carried.

Veterans Dinner: Lening moved to approve funding for veterans' dinner put on by the American Legion Post 125. Robertson seconded, motion carried.

Adjournment

With no further business, Oswald moved to adjourn at 3:56 p.m. Lening seconded Motion carried
