America 250 - Colorado 150 Commission

The America 250 - Colorado 150 commission is created in History Colorado to develop programs and plan for the official observance across Colorado of the semiquincentennial anniversary of the founding of the United States, as marked by the Declaration of Independence in 1776, and the sesquicentennial anniversary of Colorado statehood.

Arkansas River Compact Administration 

The Arkansas River Compact Administration was created to administer the provisions of the compact which was created with respect to the waters of the Arkansas River.  The administration shall cooperate with each state charged with the administration of water rights and with federal agencies in the systematic determination and correlation of the facts as to the flow and diversion of the waters of the Arkansas River.

for a term expiring at the pleasure of the Governor:

  • Lauren Ris of Highlands Ranch, Colorado, to serve as the Director of the Water Conservation Board, occasioned by the resignation of Rebecca Mitchell of Littleton, Colorado, appointed.

  • Scott “Lane” Malone of Holly, Colorado, to serve as a resident of and water right owner in water district 67, reappointed.

Director of Compact Negotiations for the Colorado Water for the 21st Century Act

The Director is charged with the development of a negotiation framework and foundational principles to guide voluntary negotiations between basin roundtables, the facilitation of continuing discussions within and between basins on water management issues, and to encourage locally driven collaborative solutions to water supply challenges.

for a term expiring at the pleasure of the Governor: 

  • Rebecca Mitchell of Littleton, Colorado, occasioned by the resignation of Dan Gibbs of Breckenridge, Colorado, appointed. 

Fire and Police Pension Association Board

The Fire and Police Pension Association is a local governmental unit that administers a state-wide pension plan for full-time paid police officers and firefighters.

for terms expiring September 1, 2027:

  • Jason Mantas of Timnath, Colorado, to serve as a full-time paid firefighter, reappointed;
  • Tammy Hitchens of Westminster, Colorado, to represent Colorado municipal employers, reappointed.

Health Benefits Exchange Board

The Board of Directors shall determine and establish the development, governance, and operation of the Health Benefits Exchange. The Exchange shall foster a competitive marketplace for insurance.

for a term expiring July 1, 2027:

  • Adam Fox of Littleton, Colorado, to serve as a representative of health care consumer navigation or assistance and an expert in the provision of health care services, occasioned by the resignation of Allison Neswood of Denver, Colorado, appointed.

Homeowners’ Association Task Force

The Homeowners’ Association Task Force studies issues confronting HOA homeowners’ rights, including homeowners’ associations’ fining authority and practices, foreclosure practices, communications with homeowners, and the availability and method of making certain documents available to HOA homeowners in the association.

for terms expiring at the pleasure of the Governor:

  • Lallis Jackson of Denver, Colorado, to serve as an accredited community association manager, appointed;
  • Lee Freedman of Highlands Ranch, Colorado, to serve as an attorney licensed in the state who specializes in common interest community law, appointed;
  • Richard Brown of Denver, Colorado, appointed.

New Energy Improvement District Board

The Colorado New Energy Improvement District Board enables and encourages the owners of eligible real property to invest in new energy improvements, including energy efficiency improvements and renewable energy improvements by authorizing the district to establish, develop, finance, implement, and administer a new energy improvement program that includes both energy efficiency improvements and renewable energy improvements to assist any such owners who choose to join the district in completing new energy improvements to their property.

for terms expiring September 1, 2027:

  • Matthew Baldner of Broomfield, Colorado, to serve as an executive with ten or more years of executive level experience with financial institutions having total assets of more than one billion dollars, reappointed;
  • Rachel Mountain of Longmont, Colorado, to serve as a representative of the renewable energy industry, appointed.

Prescription Drug Affordability Board

The Prescription Drug Affordability Board protects Colorado consumers from excessive prescription drug costs by reviewing affordability, establishing upper payment limits, and making policy recommendations to the General Assembly to improve affordability of prescription drugs.

for terms expiring September 27, 2026:

  • Catherine Harsbarger of Holyoke, Colorado, reappointed;
  • Amarylis “Amy” Gutierrez, PharmD of Aurora, Colorado, reappointed.

State Board of Architects, Engineers, and Professional Land Surveyors

The Colorado Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors regulates the practice of those professions.  Its responsibilities encompass the evaluation of whether applicants are minimally qualified for licensure, the examination of such applicants, licensing, license renewal, setting policy with regard to the practice of the profession, consideration of complaints against licensees and those who may have practiced without a license, and disciplining those who have not complied with the law.

for a term expiring July 1, 2024:

  • Julissa Soto of Denver, Colorado, to serve as a public member occasioned by the resignation of Keo Frazier of Denver, Colorado, appointed.

State Board of Community Colleges and Occupational Education

The State Board for Community Colleges and Occupational Education is the governing body for the state community college system and the coordinating board for local district colleges.  It also coordinates the activities of area vocational schools.

for a term expiring December 31, 2025:

  • Yolanda Ortega of Westminster, Colorado, to serve as an Democrat and member from the Eighth Congressional District, occasioned by the resignation of Melanie Kruger of Thornton, Colorado, appointed.

State Electrical Board

The State Electrical Board examines and licenses electricians.  The board also adopts and revises rules and regulations concerning the installation, repair and alteration of wiring apparatus and equipment for electric light, heat and power.

for terms expiring July 1, 2026:

  • Monique Cisneros of Castle Rock, Colorado to serve as a journeyman electrician who is not a an electrical contractor, reappointed;
  • Matthew Williams of Grand Junction, Colorado to serve as a electrical utility professional member, appointed;
  • Brent Nilsen of Arvada, Colorado to serve as a representative of the public at large, appointed.

State Historical Records Board

The board advises the Governor on all aspects of historical records housed within the State of Colorado and develops state guidelines for historical records projects in accordance with the National Historical Publications and Records Commission.

for terms expiring September 1, 2027:

  • Megan Collignon of Denver, Colorado, appointed.

Statewide Independent Living Council

The Statewide Independent Living Council is mandated under the Federal Law and acts in partnership with Colorado Rehabilitation Services to plan independent living programs in the state.

for a term expiring October 1, 2026:

  • Angela Green of Denver, Colorado, to serve as a representative of a state agency and an ex-officio member, appointed.

Workforce Development Council

The Workforce Development Council, in consultation with the business community and state agencies, shall advise the Governor on matters regarding the employment and training needs of the state and on workforce development plans and strategy.
