Auraria Higher Education Center Board of Directors

The Auraria Higher Education Center Board of Directors manages the operational affairs of the three-school Auraria campus.

Business Experiential Learning Commission

The Business Experiential-Learning Commission develops, evaluates and implements a systemic solution for integrated work-based education and training to meet the needs of Colorado’s economy.

  • Noel David Ginsburg of Englewood, Colorado, to serve as a business leader and Chair, reappointed;
  • Lisanne Marie McNew of Monument, Colorado to serve as a business member from the Colorado Workforce Development Council executive committee, reappointed;

Coal Mine Board of Examiners

The Coal Mine Board of Examiners prepares and conducts examinations for all applicants to positions in coal mines that require certification under federal law.  The Board issues certificates of competency to those who qualify.  The Board also provides assistance in developing curricula for coal miner training programs.

for a term beginning July 1, 2022 expiring July 1, 2026:

  • Stephen Wayne Laramore of Craig, Colorado, to serve a coal mine owner, operator, manager, or other mine official actively engaged in the surface mining industry, reappointed.

Colorado Board of Veterans Affairs

The Colorado Board of Veterans' Affairs studies the problems facing veterans and makes recommendations to the Department of Military and Veterans Affairs, Division of Veterans’ Affairs, concerning programs needed to assist veterans.

for terms beginning June 30, 2022 expiring June 30, 2026:

  • Raymond Taylor of Pagosa Springs, Colorado to serve as a veteran who has been honorably released or separated from the armed forces of the United States and as a Republican, reappointed;

Colorado Educational and Cultural Facilities Authority Board of Directors

The Authority issues bonds to provide affordable financing for educational and cultural buildings and equipment owned by non-profit institutions.

  • Jenny Gentry of Denver, Colorado, and a Democrat, reappointed;

Colorado Food Systems Advisory Council

The Council advances recommendations that strengthen healthy food access for all Coloradans through Colorado agriculture and local food systems and economies. It is the state conduit for hearing, reviewing and advancing critical food systems issues in which state government does or could play a role.

  • Tamaan Osbourne-Roberts, MD, of Denver, Colorado, to serve as a licensed physician or registered dietitian, occasioned by the resignation of Todd Dorfman of Boulder, Colorado, appointed.

Colorado Racing Commission

The Colorado Racing Commission regulates and supervises pari-mutuel wagering (for horses and dogs), including enforcement of rules, supervision of race meets and racing officials, and collection of revenues to the State.

  • Sandra Jeanne Bowen of Idledale, Colorado, a Democrat from the Seventh Congressional District, to serve as a registered elector, reappointed.

Colorado Tourism Office Board of Directors

The Board of Directors sets and administers policies regarding expenditures from the Colorado Travel and Tourism Fund for promoting travel and tourism and related activities that benefit the state.

for terms expiring June 1, 2026:

  • Alexander Boian of Erie, Colorado, to serve as an at-large member from tourism-based industries, reappointed;
  • Rachel Brown of Durango, Colorado, to serve as a representative of the destination marketing industry, appointed;

Cumbres & Toltec Scenic Railroad Commission

The Cumbres & Toltec Scenic Railroad Commission preserves and develops the Cumbres & Toltec Scenic Railroad for the education, enlightenment and enjoyment of future generations.

  • William “Scott” Gibbs of Durango, Colorado, reappointed.

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that selects nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

Eleventh Judicial District Judicial Nominating Commission

for a term expiring December 31, 2027:

  • Brian Bumbarger of Como, Colorado, to serve as a non-attorney, and as an Unaffiliated, and member from Park County, appointed.

Seventeenth Judicial District Judicial Nominating Commission

for a term expiring December 31, 2027:

  • Raymond Gonzales of Thornton, Colorado, to serve as a non-attorney and as an Unaffiliated from Adams County, appointed.

Juvenile Justice & Delinquency Prevention Advisory Council

The Juvenile Justice and Delinquency Prevention Advisory Council advises the Division of Criminal Justice and the Governor on matters pertaining to juvenile justice in Colorado.  They also assist, review and approve the annual Juvenile Justice and Delinquency Prevention Plan.

for terms expiring July 31, 2023:

  • Hon. Lindsey Daugherty of Arvada, Colorado, to serve as a local elected official, occasioned by the resignation of Hon. Tracy A. Kraft-Tharp of Arvada, Colorado, appointed;

Passenger Tramway Safety Board

The Board sets safety standards for the maintenance and operation of passenger tramways.  The Governor appoints six members to the Board.  Two members shall represent the industry or area operators.  One member shall be a licensed professional engineer not employed by a ski area or related industry.  One member shall be familiar with the tramway industry.  Two members shall represent the public.

for terms effective June 30, 2022 expiring June 30, 2026:

  • David Hunter of Steamboat Springs, Colorado, to serve as a representative of area operators, reappointed;
  • Abby Rothberg Dvorkin of Denver, Colorado, to serve as a member of the public, appointed.

State Board of Chiropractic Examiners

The State Board of Chiropractic Examiners is responsible for making rules and regulations dealing with the Chiropractic Profession in Colorado.  It also grants licenses to qualified applicants, approves chiropractic schools and conducts hearings when necessary.

  • Sergio A. Rocafort, DC, CCSP of Golden, Colorado, to serve as a chiropractor, Appointed.

State Board Of Examiners Of Water Well Construction And Pump Installation Contractors

The State Board of Examiners of Water Well Construction and Pump Installation Contractors has general supervision and authority over the installation of pumps and pumping     equipment and the construction and abandonment of water wells statewide.  The board also licenses and regulates persons and firms engaged in the water well construction and pump installation contracting business.

for a term beginning June 30, 2022 expiring June 30, 2026:

  • Christopher John Sanchez of Denver, Colorado, to serve as a geologist with a minimum of ten years experience in water supply and well construction, reappointed.

State Board of Optometry

The State Board of Optometry sets rules and regulations for administering examinations and conducts hearings to revoke, suspend, deny or reissue licenses.

for a term expiring April 15, 2026:

  • Karen Higashi-Reynolds, OD of Colorado Springs, Colorado, to serve as an optometrist, occasioned by the resignation of Lewis Moore Cutter, Jr., OD, of Steamboat Springs, Colorado, appointed.

State Board of Parole

The State Board of Parole holds hearings and considers applications for parole, and conducts all proceedings involving revocation of parole.

for a term expiring June 30, 2023:

  • Daric Harvey of Collbran, Colorado, to serve as Vice-Chair, appointed;

effective July 1, 2022, for a term expiring June 30, 2024:

State Board of Psychologist Examiners

The State Board of Psychologist Examiners reviews applicants for licensure and issues a license to those who meet the requirements to be a psychologist in the State of Colorado.

for terms expiring May 31, 2026:

  • Catherine Marie Anderson, JD, RN, CPHRM of Centennial, Colorado, to serve as a public member, reappointed;
  • Shanley Mangeot. PsyD, of Glenwood Springs, Colorado, to serve as a psychologist, occasioned by the resignation of Courtney Ellen Klein of Denver, Colorado appointed;
  • Scott Nebel, PysD, of Highlands Ranch, Colorado, to serve as a representative of professional psychologists, occasioned by the resignation of Julie Rippeth, of Castle Rock, Colorado, appointed.

State Board of Stock Inspection Commissioners

The State Board of Stock Inspection Commission makes rules regarding brand inspection and livestock laws and regulates fees for stock inspections.  The commission also sets service charges and procedures, administers the Estray Fund, licenses public livestock markets, and secures bond and surety on butchers and slaughters.

for terms expiring May 1, 2026:

  • Erik Mohrlang of Fort Morgan, Colorado, to serve as a representative of the confinement cattle industry, reappointed.

State Personnel Board

The State Personnel Board adopts, amends and repeals the procedures which implement those sections of the state constitution concerning the state personnel system.

effective June 30, 2022 for a term expiring June 30, 2025:

  • Sarah Kristin Wager of Littleton, Colorado, reappointed.

Southern Ute Indian Tribe/State of Colorado Environmental Control Commission

The Commission works to adopt air quality standards and rules pertaining to the reservation air program.

for a term beginning July 1, 2022 and expiring July 1, 2025:

  • Peter McCormick of Durango, Colorado, reappointed.

Water and Wastewater Facility Operators Certification Board

The Board establishes rules and regulations concerning the application, admission to the exam, and issuance of certificates to operators of water and wastewater treatment plants.

  • Joshua Meck of Firestone, Colorado, to serve as a member with various interests in the water and wastewater facility certification program with geographical representation, reappointed;
  • David Lewis of Livermore, Colorado, to serve as a certified industrial wastewater treatment facility operator or other representative of a private entity that operates an industrial wastewater treatment facility, appointed.

Workforce Development Council

The Council consists of representatives of the business community and state agencies.  The Council, in consultation with the business community and state agencies, shall advise the Governor on matters regarding the employment and training needs of the state and on workforce development plans and strategy.
