Town of Eads Board of Trustees meeting minutes - December 10, 2019

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday December 10, 2019 at 4:59 p.m. in the Town Hall. Assistant Town Clerk, Barbara Scranton, took roll call:

  • Mayor – Joe D. Shields- Present
  • Trustees – Present –Meghan Buck, Terry Riley, Dennis Pearson, and Kathy McCracken
  • Absent – Justin McLoud and Lisa Trigilio
  • Town Clerk- Robin Fox –Absent
  • Assistant Clerk- Barbara Scranton-Present
  • Director of Public Works- Van Brown- Present

Audiences/Public Comment Period-

Minutes­- Terry Riley moved to approve the minutes as presented. Meghan Buck seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken mentioned a few differences between what was presented on the approval list and what she was given to look at. Assistant Town Clerk Barbara Scranton clarified that some bills and receipts arrived after the approval list was printed. Kathy McCracken moved to approve payment of the bills with the current adjustments. Dennis Pearson seconded, motion passed unanimously. 

Old Business:

Pool- There is no new information to present or discuss at this time. 

New Business:

Raises – The board was presented with a proposal regarding all full-time employees gaining the annual 3% raise. However, it was also mentioned that minimum wage is increasing as of January 1, 2020 by $.90. After some discussion the Board of Trustees decided it best to increase the wages of full time employees by the same increase in minimum wage. Dennis Pearson moved to increase wages by $.90 as of January 1, 2020. Terry Riley seconded, motion passed unanimously.

CWR – Matt with Colorado Pacific Railroad (CPR) was present to discuss the trains that will be coming through Eads. Matt presented a form letter to the Mayor and the Trustees that expresses our support for the railroad. There was also discussion regarding the Memorandum of Understanding (MOU) between the Town and CPR. Some wording was changed from the original MOU to the last one presented. As advised by the Town attorney, the MOU will not be signed until adjusted to accommodate the preference for the lighted warning signs at the crossings. When the changes have been made and approved by the town’s attorney, Mayor Joe Shields will sign the MOU. Meghan Buck moved to have Mayor Joe Shields sign the MOU without calling a special meeting or waiting for the next meeting, pending attorney approval. Dennis Pearson seconded, motion passed unanimously.  

Bring Up Items

Liquor License – Assistant Town Clerk Barbara Scranton presented the Board of Trustees with the renewal of the liquor license for J&J Liquor. Mayor Joe Shields asked if there had been any problems. With no known problems, Dennis Person moved to approve the renewal of the liquor license. Kathy McCracken seconded, motion passed unanimously.

Census – Dennis Pearson asked if it would be an option to mail out the 2020 Census forms with water bills. However, with Town Clerk Robin Fox being unavailable, he will need to discuss it with her when she returns. 

Adjournment- Kathy McCracken motioned to adjourn the meeting at 5:26 pm. Meghan Buck seconded, motion passed unanimously.
