Town of Eads Board of Trustees meeting minutes - July 9, 2019

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday July 9, 2019 at 5:00 p.m. in the Town Hall. Robin Fox, Town Clerk, took roll call:

  • Mayor – Joe D. Shields- present
  • Trustees – Present –Kathy McCracken, Terry Riley, Justin McLoud, and Lisa Trigilio
  • Absent – Meghan Buck and Dennis Pearson
  • Town Clerk- Robin Fox –Present
  • Assistant Clerk- Shealynn McCracken-Present
  • Director of Public Works- Van Brown- Present    

Audiences/Public Comment Period 

Minutes­- Justin McLoud moved to approve the minutes as amended. Terry Riley seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken moved to approve payment of the bills. Lisa Trigilio seconded, motion passed unanimously.

New Business: 

Animal Permits- The Town Clerk presented two animal permits. Justin McLoud moved to approve the two animal permits, Lisa Trigilio seconded and motion passed unanimously.

Agreement with Lamar- The board looked over the sample agreement with Lamar’s building inspector. Wants it sent back to the town attorney, Stan Kimble, to look over the changes that were made. 

County Landfill- Justin McLoud gave an update on how the meeting with the Commissioners about the county landfill went.  

Bring Up Items- 

Railroad Crossings- Terry Riley wanted to know if there was any more information when it came to the railroad crossing lights and arms. The Director of Public Works said that we have not yet received a letter from the state if they were approved for no crossing lights and arms.

Water Tank Rehabilitation- The Director of Public Works informed the board that the town did receive a grant to help with the rehabilitation of the elevated water tank. 

Chip Seal- The Director of Public works stated that the chip seal project will start August 5thand 6th. He did ask the board what they would like for him to do with the damage from the trucks that were parking on the streets. The board decided to table this matter, and have a special meeting on Monday July 15thwhen all the local truck drivers could be present to discuss.

Street Closures for the Bash- Terry Riley asked what the street closures were going to be for the Maine Street Bash. The Town Clerk stated the street closures would be 14thto Street to 13thStreet. 

No Camping Ordinance- The Town Clerk informed that Centennial has now enforced a no camping ordinance to help control the homeless population. The Town clerk asked if the board would like to do a no camping ordinance. The board all agreed to be proactive and go ahead and have the town attorney draft up a no camping ordinance for the Town Of Eads. 

COSI Scholarship- The town received a letter from the Lamar Community College Foundation to see if the board would like to contribute $500 again to the COSI Scholarship for Kiowa County students. Justin McLoud moved to contribute $500 to the scholarship, Kathy McCracken seconded, and the motion passed unanimously.
