Council Meeting

August 4, 2026

The Town of Eads Council meeting held on August 4th,2026 was called to order at 5:00 PM by Pro Tem Mayor Dennis Pearson.

Those Council members present were Dennis Pearson, Junior McDowell, Jeff Lane, Jesse Deines, Tim Trosper and Stephanie Sewell. Town Clerk Robin, Assistant Town Clerk Mikahael and Director of Public Works Trent Rittgers were present.

Community members present Kathy McCracken, Raina Lynch, Candy Lane, Betsy Barnett, Marty Barnett, Cody Fox, Mike Myers, Walter Bates, Kelly Courkamp and Eric Pearson.

Public Comment

Walter Bates came and wanted to tell the board that he appreciates all that’s been done and he also stated that he appreciated all that Trent does. He also told the board to be thoughtful about changes that are made.

Officer Miller came and wanted to talk to the board about E-Bike safety. He would like to put on a bike rodeo that would teach kids bike safety and the rules on the road. He would like to work with the town on getting something started. Tim Trosper, Stephanie Sewell, Junior McDowell and Kathy McCracken would like to help with this.

Approval of minutes

Junior McDowell made a motion to approve the minutes, and Jeff Lane made the second to the motion. All Ayes

Public Works

Bill Approval

There were no bills to approve as it was too early in the month

Old Business

Roger Saffer attended to hopefully resolve and finalize the purchase of 8.2 acres his business has been leasing for many years. It seems Judge Manly called in as trustee Deines had questions for him. Trustee Deines wanted to know when he was able to start and what the budget looked like to pay him. Judge manly informed the board that he could start immediately. Trustee Deines asked if we could pay him based on tickets we get or the amounts we get from the tickets. Judge Manly informed him that is highly illegal. Trustee Sewell stated that we pay $250.00 per month. Trustee Sewell made a motion to approve Judge Manly to be the court Judge. Trustee Trosper seconded. All ayes

Job Descriptions, Trustee Deines wanted a subcommittee to go over these. Trustee Sewell stated that she wanted a work session to go over this. A work session date will be set up

Trustee Deines had questions regarding the electrical work that was done upstairs. The board had approved that the lights for upstairs and the main floor be done a couple years ago. The board at that time decided that it would be done after the masons were moved out from upstairs. Kent Electric did the main floor and had lights for the upstairs to redo when they had moved out as the lights upstairs were in bad shape and starting to go out.

Trustee Deines wanted to know how the bid process works so that the locals can have an opportunity to bid. It was stated to him that it is put in the paper.

Airport contact- We are waiting to get a plat map. Attorney Lance said that he has emailed Roger’s attorney the changes he made to the contract and he is waiting to get the contract back.

Mortensons- Trustee Deines made a motion to halt the company from hauling out of the bulk water station until we get a contract made. Jeff lane seconded. Junior, Tim and Stephanie all oppose. Motion Failed

Trustee McDowell made a motion that if we don’t have contract in hand by Friday August 14th 2026 Mortenson will be shut off at the bulk water station until we get a contract. Stephanie Sewell seconded the motion. Jessie Deines opposed and Jeff Lane Opposed. Motion carried

New business

Marty Barnett gave an update on the library on who would finish their side of the project. He will put in a bid to finish the project for the library, but he needs a little more time to get his bid in. He is questioning the bond he would like to know if the town can do the bond for their project.

Signage and Striping- Trustee Deines wants double yellow lines removed in front of drive ways on Maine street, also he would for numbers for houses to be put on curbs down Maine street.

Preparation of meeting minutes- Trustee Deines thinks that the minutes should only be taken from town staff and no one else. Trustee Deines stated that we don’t need to get volunteers to come take notes. Pro-tem mayor Pearson stated that the only time we have Sylvia come take notes is if the town clerk or the assistant town clerk are gone which is hardly ever.

Changing meeting dates- Trustee Deines says that if we have to have a special meeting it only needs to be for that specific topic. Trustee Deines said that the board is sacrificing their time to be a trustee. Trustee Deines said that it has always been the second Tuesday at 5 P.M
