USDA Update – March 25, 2019

IMPORTANT DATES TO REMEMBER:

  • CRP Primary Nesting Season March 15th– July 15th.

LIVESTOCK INDEMNITY PROGRAM – LIP

The LIP program financially assists producers when they suffer loss of livestock due to adverse weather. Ranchers who suffered livestock losses during the March storms need to be contacting the FSA offices to complete a Notice of Loss.  

DOCUMENT YOUR LOSSES OF LIVESTOCK -  I can’t stress this point enough.  FSA will need supporting documentation of the livestock deaths.  When supplying supporting documentation - MORE IS BETTER.  

Reliable proof of death loss or injury records may include the following: 

  • contemporaneous producer records existing at the time of the event
  • pictures with a date – download an app that will provide the date. 
  • brand inspection records
  • other similar reliable documents.

Producers need to document ALL losses; even those that were not from an adverse weather event as this will help to reach the normal mortality percentage.  

Applying for the Livestock Indemnity Program (LIP) is a two-step process and must be done in order.  

Step 1 - File a Notice of loss (NOL)  

The NOL mustbe reported to the FSA Office in the county the losses occurred. However, producers can visit any FSA Office to complete the NOL.  The NOL must be reported within 30 days of when those losses became apparent.  DOCUMENT YOUR LOSSES AT THE TIME OF LOSS. Producers could potentially have more than one NOL on file.  The notification window is closing for losses that occurred in late February and early March. FSA will pay on livestock lost due to an adverse weather event in excess of normal mortality.  Each FSA State Committee establishes the normal morality rates; Colorado’s are as follows:

Step 2– File an application for payment

Application for payment must be filed 60 calendar days after the end of the calendar year in which the losses occur, therefore for 2019 losses the form must be filed by March 1, 2020.  This date is the last day to complete the form, however once supporting documentation is supplied, the producer can apply for payment and if approved payment can be issued.     

PRIMARY NESTING SEASON

REMINDER:  There can be NO activity of any kind on established CRP acreage contracts due to the Primary Nesting Season.  The primary nesting season date is March 15 through July 15.
