IMPORTANT DATES TO REMEMBER:

  • September 30th - CRP haying deadline, hay must be removed by November 13th.
  • 2nd Tuesday each month - Farm Loan personnel in Kiowa County FSA Office. 
  • CRP GRASSLANDS SIGNUP - No date announced for next ranking period.
  • November 15th – wheat, native grass, triticale, alfalfa certification for 2017 planted crop deadline.
  • NAP deadline -  Purchase 2017 policy for Alfalfa, Grass, Mixed Forage

Loan Deficiency Payments

The office has completed a large number of LDP requests, I feel there still some owners that maybe have not collected their LDP for harvested wheat.   Producers must have completed form CCC-633EZ, page 1 prior to losing beneficial interest in the grain, page 2 of the form must be completed to ‘request’ the LDP. Completing the page 1 does not automatically generate the LDP request in the FSA office.  Even if owners have sold their grain; they can still file the request for LDP and the office will use the rate for the day the grain was sold and the producer lost control of the grain.

Producers that did not have interest in a wheat crop, but do have interest in grain sorghum and/or corn should be verifying with the FSA office that the CCC-633EZ page 1 is on file prior to harvest.  

Starting this week there will also be the grain sorghum and corn LDP rates.  Right now there is NOT an effective LDP rate for either crop; however this will allow producers to keep track of the posted county price each week to better determine when LDP’s could possibly get close to triggering.  This week the posted county price is around $1.00 above loan rate.

OCTOBER PAYMENT CYCLE

I stated last week that the CRP payments would be generated first through the October payment cycle.  The office received notification this past week that the crop year 2015 ARC-PLC payments will actually be the first payments to generate and that will be early October.  The fiscal year 2016 CRP annual rental payments should hit the computer system by October 14th.  Again, producers that do not have their Adjusted Gross Income forms filed or other eligibility paperwork, need to be getting that completed and returned. 

2015 ARC-PLC Payments

The County Offices have not been notified of the 2015 actual yields to determine if ARC County payments will generate for the 2015 crop year. 

The Price Loss Coverage (PLC) payment rates for wheat, oats and barley were finalized in June. 

  • Wheat - $.61 – bushel
  • Barley - zero
  • Oats - .28-  bushel

Corn, grain sorghum and sunflower rates will be finalized the end of September.

SEQUESTRATION RATE

If you look up ‘budget sequestration’ in Wikipedia it will give you quite a lengthy definition.  In general, payments that are sequestrated is due to budget issues and appropriations legislation.  The 2015 ARC-PLC payments will have a sequestration rate applied which will be 6.8%.  CRP annual rental payments are not sequestered.
