Colorado boards and commissions appointments announced

Air Quality Control Commission

The Commission develops and maintains a comprehensive program for the prevention and control of air pollution in Colorado. The major goal of this program is to meet national ambient air quality standards.

effective February 1, 2023 for terms expiring January 31, 2026:

  • Guillermo “Bill”  Gonzalez III of Denver, Colorado, to serve as a representative of technical experience, reappointed; 
  • Jon Slutksy of Wellington, Colorado, to serve as a representative of agricultural experience, reappointed; 
  • Randal Ahrens of Broomfield, Colorado to serve as a representative of industrial and private sector experience, reappointed; 
  • Gerald Arnold of Englewood, Colorado, to serve as a representative of labor and industrial experience, reappointed. 

Broadband Deployment Board

The Board implements and administers the deployment of broadband service in unserved areas of the state by awarding grants from the Broadband Fund.

for a term expiring September 28, 2025:

  • Matt Solomon of Eagle, Colorado, to serve as an individual who resides in an unserved area of the western slope, occasioned by the resignation of Audrey Danner of Craig, Colorado, appointed. 

Natural Medicine Advisory Board

The Natural Medicine Advisory Board will advise the Department of Regulatory Agencies on the implementation of the regulated natural medicine access program. 

for terms expiring January 31, 2025: 

  • William Dunn, NRP, FP-C, of Avon, Colorado, to serve as a representative of emergency medical services and services provided by first responders, appointed; 
  • Billy Wynne, JD, of Greenwood Village, Colorado, to serve as a representative of health care insurance and healthcare policy and public health, drug policy and harm reduction, appointed; 
  • Sofia Chavez, PhD, of Lakewood, Colorado, to serve as a representative of traditional and indigenous use and religious use of natural medicine, appointed; 
  • Bradley Conner, PhD, of Fort Collins, Colorado, to serve as a representative of natural medicine therapy, medicine and research, appointed; 
  • Wendy Buxton-Andrade of Lamar, Colorado, to serve as a representative of levels and disparities in access to health care services among different communities, appointed; 
  • Skippy Upton Mesirow of Aspen, Colorado, to serve as a representative of permitted organization criteria, appointed; 
  • Ernestine Gonzales, PhD, MA, MS, of Colorado Springs, Colorado, to serve as a representative of health care insurance and health care policy, past criminal justice reform efforts in Colorado, and disparities in access to healthcare services among different communities, appointed; 

for terms expiring January 31, 2027: 

  • Heather Lundy Nelson, MA, of Denver, Colorado, to serve as a representative of mental health and behavioral health providers and disparities in access to health care services among different communities, appointed; 
  • Dr. Suzanne Sisley of Scottsdale, Arizona, to serve as a representative of mycology and natural medicine cultivation, appointed;

  • Sheriff David Lucero of Pueblo, Colorado, to serve as a representative of past criminal justice reform in Colorado, appointed. 

Radiation Advisory Board

The Radiation Advisory Committee regulates highly technical and specialized activities across a broad range of practices, including the use of radiation on humans for diagnostic and therapeutic purposes, in research at a variety of private and university settings, and in a wide variety of industries. The Radiation Advisory Committee provides access to knowledgeable representatives of these various practice areas who can advise and educate the program about the technical concerns, best practices, and the business realities of the regulated operations.

  • Reva Golden of Golden, Colorado, to serve as a representative of industry, reappointed; 
  • Jennifer J. Kwak, MD of Denver, Colorado, to serve as a representative of the healing arts, reappointed.

Underground Damage Prevention Safety Commission

The Commission shall advise state agencies, the general assembly and local governments on  best practices and training to prevent damage to underground utilities; policies to enhance public safety, including the establishment and periodic updating of industry best standards, including marking and documentation best practices and technology advancements; and policies and practices to improve efficiency and cost savings to the 811 program, including the review, establishment and periodic updating of industry best standards to ensure the highest level of productivity and service for the benefit of both excavators and owners and operators.

  • Ted Jensen of Wellington, Colorado, to serve as a representative of counties, reappointed; 
  • Moses Alvarez of Aurora, Colorado, to serve as a representative of contractors, appointed; 
  • Annemarie Bluff of Peyton, Colorado, to serve as a representative of excavators, appointed; 
  • Laura Lancaster of Palisade, Colorado, to serve as a representative of energy producers, appointed;

Urban Drainage and Flood Control District Board of Directors

The Urban Drainage and Flood Control Districts Board of Directors assists local governments in the planning, design, construction and maintenance of multi-jurisdictional drainage and flood control projects.
