Kiowa County Commissioners meeting minutes – November 26, 2019

The Kiowa County Commissioner's Regular meeting was called to order on November 26, 2019 at 9:00 a.m. by Commissioner Donald Oswald. Robertson opened the meeting with prayer and the Pledge of Allegiance. Those in Attendance:

Richard Scott, Chairman - Absent

Robertson moved and Oswald seconded the motion to approve the minutes as presented. Motion carried.

Robertson moved and Oswald seconded the motion to approve the vouchers as presented. Motion carried.

Oswald moved and Robertson seconded the motion to approve the amended agenda with the following additions to Old Business: Underfunded Courthouse Grant and New Business: Wolf Coalition and NaCo Scholarship. Motion carried.

OLD BUSINESS:

Grant Update: Adamson reported that the County had received the Underfunded Courthouse Grant. This portion will be used for Zink and Associates architectural services.

Landfill Update/Recycling: Discussion over recycling followed with placing used shuttles around Kiowa County to collect plastics as well as cardboard. More information will be forthcoming.

2020 Budget: Adamson reported that there were some changes in a couple of the different entities.

Seth Odett, with Prowers County Public Health and Environmental entered the meeting at 10:08 a.m. Odett had 11 retail food inspections, 4 school inspections as well as inspections for the new daycare for the 2019 year in Kiowa County.

He had received one local retail food complaint and it was addressed without receiving any negative feedback.

Odett reported that Public Health and Environment did receive another Radon Grant. This will allow Public Health to issue radon testing kits to residents at no charge. Odett thanked the BOCC and exited the meeting atl0:30 a.m.

Oswald moved to recess the regular meeting and move into the 2020 Budget Hearing at 10:34 a.m. Robertson seconded the motion. Motion carried. No one from the public was in attendance of this hearing. Discussion followed over the budget for 2020. Administrator Adamson reported the County is projected to use $112,074.00 for Road & Bridge and County General will use 378,570.00 in reserves for the 2020 year. No decisions were made. Oswald moved and Robertson seconded the motion to adjourn the Budget Hearing and move back into regular session at 10:53 a.m. Motion carried.

Upcoming Meetings and Reports: A review of meetings attended and reports were acknowledged and signed.

NEW BUSINESS:

APHIS 2020 Work Plan: Robertson moved and Oswald seconded to approve the APHIS Work Plan #20-7308-5504-RA. Motion carried.

APHIS Cooperative Service Agreement: Oswald moved and Robertson seconded the motion to approve the APHIS Cooperative service agreement #20-7308-5504-RA. Motion carried. The purpose of this agreement is to conduct wildlife damage management program activities for Kiowa County, if needed.

Family Resource Center Contractual Agreement: Robertson moved and Oswald seconded the motion to sign the Family Resource Center Contractual Agreement. Motion passed.

Wolf Coalition: Administrator Adamson will look further into this and present on the December 12thmeeting.

NaCo Scholarship: No action taken.

With no further business to discuss, Robertson moved and Oswald seconded the motion to adjourn the meeting at 11:53 a.m. Motion carried.
