Kiowa County Commissioners meeting minutes - December 24, 2024

The Regular meeting of the Kiowa County Commissioners was called to order on December 24, 2024; at 9:00 a.m. by Chairman Donald Oswald. Oswald opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Lening moved, and Robertson seconded the motion to approve the minutes of December 12, 2024. Motion carried. 

Vouchers: Oswald moved, Lening seconded the motion to approve the vouchers as presented. Motion carried. 

Agenda: Oswald moved to approve the agenda as presented. Robertson seconded the motion. Motion carried. 

Investments: Kiowa County Treasurer, Diana Flory entered the meeting at 9:30 to discuss investments for the County. Flory presented some different options with lntraFi. Commissioner Lening suggested that the County put $1 million into a CDARS account and $1 million into a Liquid (ICS Account) and then the remaining funds into another CDARS account. Discussion continued in regard to all impact fee money that has been received. A motion is pending until the January 14th meeting. Treasurer, Flory thanked the BOCC and exited the meeting at 9:52 a.m. 

OLD BUSINESS: 

Housing Update: Stephanie Gonzales, with SECED (Southeast Colorado Economic Development) will be here on December 30th or 31st to meet with the BOCC to review the work that has not been completed at Cactus Corner. 

Road and Bridge: The Road and Bridge Foremen reported the truck that had been broken down has been repaired and working much better. 

Lening said he has had a few complaints on the county roads. The BOCC has alerted the Road Foremen and they said they will check the roads of concern and prepare them. 

NEW BUSINESS: 

Meeting and reports were reviewed and acknowledged.

Leave Donation Requests: Robertson moved, and Lening seconded the motion to approve the leave requests. Motion carried. 

CANACRE ROW Permits: Robertson moved, and Lening seconded the motion to approve the 53 access roads permits that will be used to build transmission lines for the Colorado Pathways Project. Motion carried. 

Ambulance Resolutions 2024-8: Tabled. 

PSCO RUA Resolution 2024-9: Lening moved, and Robertson seconded the motion to sign the Public Service Company of Colorado Road Use Agreement. Motion carried. 

ARP Resolution 2024-13 Robertson moved, and Lening seconded the motion to approve the Resolution adopting the American Rescue Plan Allocation. Motion carried. 

The Public Hearing Date for the Xcel 1041 Permit Amendment is set for February 14, 2025 at 10:00 a.m. Motion carried. 

Letter to gravel pit owners: Administrator Adamson is working on a letter to the gravel pit owners as to requested changes to the Gravel Policy regarding an allotment of gravel for the property owner. There will further discussion at the next meeting. 

The next Commissioner's meeting will be held on January 14, 2025 at 9:00 a.m. This will be the yearly Re-organizational Meeting, with the two re-elected Commissioners being sworn in at 10:00 a.m. 

With no further business to discuss, Lening moved, and Robertson seconded the motion to adjourn the meeting at 11:52 a.m. Motion carried.
