Kiowa County Commissioners meeting minutes - February 28, 2019

The Kiowa County Commissioner's regular meeting on February 28, 2019 was called to order by Chairman Richard Scott. Scott opened the meeting with prayer and the Pledge of Allegiance. Those in attendance were:

Richard Scott, Chairman; Donald Oswald, Commissioner; Howard "Butch" Robertson; Commissioner Delisa Weeks, County Clerk; Tina Adamson, County Administrator

Oswald moved and Robertson seconded the motion to approve the minutes as presented. Motion Carried.

Scott moved and Oswald seconded the motion to approve the vouchers as presented. Motion carried.

Oswald moved and Robertson seconded the motion to approve the amended agenda with the following additions to New Business: CTSI review Loss/Prevention Items discussion Motion Carried.

Belinda Groner, Legislative Watcherentered the meeting to provide an update on the different Bills that are being presented in the House. One bill is HB19-1177 is a form of gun control which could affect our 2ndAmendment Rights. House Bill 19-1032 is a sex education bill which could jeopardize parents' rights and freedoms. Scott moved and Oswald seconded the motion to oppose senate bill 19-032 by an email. Motion carried. Another house bill that the Commissioners oppose is SB 19-181 regarding implementation of extreme regulations that would jeopardize oil and gas drilling in the State of Colorado.

OLD BUSINESS:

Murdock Summary: Administrator Adamson presented a summary report for the revenue and expenses that has occurred thus far. A lot of the expenses are due to the State Historical requirements. Administrator Adamson presented another floor plan idea for the Senior Citizen portion of the Murdock project. Oswald moved and Robertson seconded the motion to approve to sign the Contract with Latcon who will do the construction at the Murdock Project for the National Park Service. Motion carried.

Kiowa County Ambulance Director, Eunice Weber entered the meeting at 10:45 a.m.to review the ambulance licenses. Oswald moved and Robertson seconded the motion to Motion carried. Weber also discussed as to who was responsible for the clearing of the snow at each of the ambulance barns. The commissioners said they will discuss this with the road foremen and come up with a solution. Weber thanked the BOCC and exited the meeting at 11:03 a.m.

Road Foremen: Rick Spady, Jack Howard and Allen Watts entered the meeting at 11:25 a.m. to discuss vehicle estimates. Discussion followed. Oswald moved and Robertson seconded the motion to allow $32,500.00 for the purchase of three pickups for the road and bridge department.

Chairman Scott also discussed the need of snow removal for the emergency vehicle buildings. The foremen will address this issue.

Oswald moved and Scott seconded to recess for lunch. Motion carried. The regular meeting reconvened at 1:00 p.m.

Landfill Update/ Inspection: The inspection report was reviewed for the Eads landfill. There were no violations for the landfill.

Planning & Zoning Update/Oil & Gas Permit: Oswald moved and Scott seconded the motion to rescind any of the Oil & Gas Permits and replace them with the updated form number #02282019. Motion carried. If someone needs to request an Oil & Gas Permit they need to contact the Commissioner's Office.

Adamson said Planning and Zoning had discussed setback requirements for commercial and residential properties The planning and zoning would like to get more information before making any decision.

Upcoming meetings and reports were reviewed and signed.

NEW BUSINESS:

2019 Court Security Grant: Judge Davidson would like to meet with the Commissioner's to discuss the Courthouse Security Grant on March 11that 10:30 a.m.

Hospital Board Appointment:Kevin Davis has presented a letter of Interest to serve on the County Hospital Board. Oswald moved and Robertson seconded to Appoint Kevin Davis to the Hospital Board. Motion carried.

Fair Board Appointment: Robertson moved and Oswald seconded the motion to appoint Cindy Pitman to the Fair Board. Motion carried.

SB 042 National Popular Vote Petition: Oswald moved to sign the Letter to the Governor recommending that SB 042 be set aside and Colorado retain their votes through the Electoral College. Robertson seconded the motion. Motion carried.

SB 19-1177: Robertson moved and Oswald seconded the motion to accept the Kiowa County Resolution 2019-3 declaring Kiowa County to be a Second Amendment Sanctuary County. This Resolution will be sent to our State Representatives. Motion carried.

Admin Hours Review: Administrator Adamson provided a report for the BOCC to review in regards to the hours she works and the hourly rate of pay. She provided a comparison of average pay that other Administrators are receiving throughout the other counties in the State of Colorado.

Payroll Processing: Administrator Adamson reported that ADP was a poor decision for payroll processing. Krissy Ray has been assisting Adamson with payroll and will be training Shellie Englehardt in the near future.

HR Policy/Insurance:Discussion followed over the correct verbiage for new hire and insurance coverage. Oswald moved and Robertson seconded the motion to accept the wording for Human Resource Policy to state "Within 90 days after the hire date on the first day of the month in which the 90-day period concludes. Motion carried.

Loss Prevention: John Wagner with CTSI (County Technical Services Inc.) had completed a walk through for each county department. He made a list of loss prevention items that we as a county could improve on.

Oswald moved and Robertson seconded the motion to adjourn the meeting at 3:00 p.m. Motion carried.
