Kiowa County Commissioners meeting minutes - November 26, 2024

The Regular meeting of the Kiowa County Commissioners was called to order on November 26, 2024; at 9:00 a.m. by Chairman Donald Oswald. Robertson opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Robertson moved, and Lening seconded the motion to approve the minutes of November 14, 2024. Motion carried. 

Vouchers: Lening moved, Robertson seconded the motion to approve the vouchers as presented. Motion carried. 

Agenda: Oswald moved to approve the agenda with the two additions. Robertson seconded the motion. Motion carried. One new addition- Liquor license renewals.

OLD BUSINESS: 

Transit Grant: Administrator Adamson will prepare a preliminary budget for the CDOT Grant. 

Landfill/Recycling Update: Jeff Scranton, Landfill Foreman reported all the cardboard had been transported for recycling, as well as 8 bundles of plastics. Scranton said that Geo Recycling is not able to accept tires for recycling at this time due to the lack of employees. 

Planning & Zoning Update: Administrator Adamson and Jerry Allen, Consultant for the Kiowa County Planning and Zoning will meet December 5th with the Adapture Group. This group develops and operates solar facilities and energy storage systems. 

Oswald moved to recess the regular meeting and move into executive session per CRS 24-6-402 4(b) for review of legal actions against Kiowa County. Lening second the motion. Motion carried at 10:49 a.m. Oswald moved, Robertson second the motion to move out of executive session at 11:59 a.m. Motion carried. 

Robertson moved to instruct the attorneys to begin mediation. Oswald seconded, motion carried. 

Robertson moved and Lening seconded the motion to recess for lunch at 12:06 p.m. Motion carried. The regular meeting reconvened at 1:10 p.m.

NEW BUSINESS: 

Meetings and Reports were reviewed and signed. 

Liquor License: Clerk Weeks presented 2 liquor license renewal applications along with a letter from the Sheriff that stated there had been no liquor discrepancies for the past year at either business. 

Lening moved and Robertson seconded the motion to approve the application to the Windmill Saloon. Motion carried. 

Chairman Oswald moved and Lening second the motion to approve the liquor license renewal application to the Cobblestone Inn and Suites. Motion carried. 

Leave Donation Request: Robertson moved, and Oswald seconded the motion to approve the leave donation request. Motion carried. 

USDA Ballot: Ballot was voted unanimously. 

CINTAS Fire Suppression/5 year: After reviewing, Oswald moved and Lening seconded the motion to approve to sign the 5 year inspection agreement with CINTAS. Motion carried. 

The next regular meeting will be held on December 12, 2024 at 9:00 a.m. 

With no other business to discuss, Oswald moved and Robertson seconded to adjourn the regular meeting at 2:20 p.m. Motion carried.
