The Town of Kit Carson Trustees met on January 30, 2023, at 6:30 p.m. at the Town Hall in Regular Session. Present and answering roll call were Mayor Jeremy Gaynor. Mayor Pro Tern Rick Gekeler (arrived at 6:51). Trustees: Mike Buchanan, Joel Maxcy, Jason Dechant and Matt Randel. Trustee Carl Anderson was absent. Staff present: Town Clerk: Christie Johnson.
CALLED TO ORDER
Mayor Gaynor called the regular board meeting to order at 6:35 p.m.

AGENDA
Mayor Gaynor asked for a motion to approve the agenda with the additions. Joel made a motion to approve the agenda with the additions. Matt seconded it. Motion carried.
MINUTES
Mayor Gaynor asked for a motion to approve the minutes from the December 19, 2022, meeting. Mike made a motion to approve the minutes. Matt seconded it. Motion carried.
OLD BUSINESS
PUBLIC WORKS REPORT
Jeremy is continuing to clean up the water plant and get everything back in order.
NEW BUSINESS
KCRD GRANT ACTION
Amy Johnson said that they need a letter stating that the town approves of the Kit Carson grant. Mayor Gaynor asked for a motion to write a letter for KCRD. Mike made a motion to do this for them. Matt seconded it. Motion carried.
KARAN RANDEV
Karan Randev could not make it to this meeting to discuss the old Texaco land he bought. Joel is going to find out when he can come to a meeting.
ROBERT & NATALIE FRAMEL
Robert and Natalie came to the board meeting to go over the Advertising Committees meeting notes from January 13, 2023.
DEBBIE MITCHEK
Debbie applied for and received a $31,000. dollar grant to update the Kit Carson Senior Citizen building.
She said that they are having a meeting on February 1st to discuss some plans that they have.
IGA WITH CHEYENNE COUNTY
The Board members wants to know if the Town employees are to use the equipment when needed or if the County employees are supposed to do it for the Town. The Board members would like a breakdown of the usage for 2022.
ADDITIONS
LOREN MITCHEK
Loren Mitchek helped the Town move snow off the streets. He sent a bill to the town for $600. Mayor Gaynor asked for a motion to pay Loren for the snow removal labor. Rick made a motion to pay him. Jason seconded it. Motion carried.
GENERAL FUND CD RENEWAL
The Board agreed to renew it. They said to call the bank to see if the Town could get a better interest rate.
MUNICIPAL COURT
Deni Eiring could not make it to this meeting. She will come to the February meeting.
ALLISON GEKELER
Allison said she won't be back to work for Kit Carson after school is out this year. She has accepted an internship in Oklahoma. She asked the Board if they would like for her to do IT work on the website. She requested to be paid $15.00 an hour. She said she will work 10 hours a week on the website, ($600. Per month). Mayor Gaynor asked for a motion to approve this. Matt made a motion to approve of Allision doing IT work for the Kit Carson web site. Joel seconded it. Motion carried. Rick Gekeler abstained.
MEMORANDUM OF UNDERSTANDING
The Board agreed to sign the MOU with the Colorado Department of Revenue. Matt made a motion to sign it. Mike seconded it. Motion carried.
HOUSING STUDY FUNDS
The Town of Kit Carson has agreed to pledge $500. for a housing study with the Regional Affordable Housing Needs Assessments and Strategies for the Rural Plains Communities project. Mike made a motion to approve pledging $500. Dollars for this. Joel seconded it. Motion carried.
TREASURES REPORT
Mayor Gaynor asked for an approval of the Treasures Report. Joel made a Motion to approve it. Mike seconded it. Motion carried.

Mayor Gaynor asked for a motion to adjourn the meeting. Mike made a motion to adjourn. Joel seconded it. Motion carried.
