Town of Eads Board of Trustees Meeting - June 12, 2018
The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday June 12, 2018 at 5:00 p.m. in the City Hall. Robin Fox, Town Clerk, took roll call:

Trustees – Present – Justin McLoud, Kathy McCracken, Terry Riley, Dennis Pearson, Lisa Trigilio, and Priscilla Waggoner

Audiences/Public Comment Period –
Ken Flory was present as an audience member.
Minutes- Terry Riley moved to approve the minutes as amended. Lisa Trigilio seconded, motion passed unanimously.
Approval of Bills – The finance committee reviewed the bills prior to the meeting. Justin McLoud moved to approve payment of the bills in the packet. Kathy McCracken seconded, the motion passed unanimously.
Old Business:
Wissel Property- Lisa Trigilio asked if the ninety days were up for this property. The Town Clerk stated that she would look back and see if it was up yet or not, and would let Lisa know at the next meeting.
New Business:
FFA and 4-H Animal Permits- The Town Clerk presented four animal permits for approval. Kathy McCracken moved to approve the animal permits, Terry Riley seconded, motion passed unanimously.
Building Permits- The Town Clerk presented one building permit for approval. Terry Riley moved to approve the building permit, Lisa Trigilio seconded, motion passed unanimously.
Betsy Barnett- Betsy Barnett was present at the meeting to report on the theater and Maine Street Bash. She stated that The Maine Street Bash would be July 28, 2018. She also stated that they do have plans to have more work completed with the two buildings beside the theater, as well as, the garage.
Fire District- Mayor Shields informed the board that he needs to get approval from the board to sign over the fire vehicle titles to the fire district. He would like to get approval from the board to sign an authorization letter to turn over the town’s Fire and Police Pension Association (FPPA) to the fire district. Kathy McCracken moved to sign over the titles and to sign the authorization letter for FPPA to the fire district. Lisa Trigilio seconded. At this time Mayor Shields requested a roll call vote.

Alcohol Permits- The Town Clerk presented three alcohol permits. The first alcohol permit was from Love’s Travel Stop. Terry Riley moved to approve Love’s alcohol permit, Dennis Pearson seconded. Mayor Shields requested roll call vote.

The second alcohol permit was from Hometown Gas and Grill. Dennis Pearson moved to approve Hometown Gas and Grill’s alcohol permit, Priscilla Waggoner seconded. Mayor Shields requested roll call vote.

The last alcohol permit was for Crow Luther Cultural Events Center. Kathy McCracken moved to approve Crow Luther Cultural Events Center alcohol permit, Lisa Trigilio seconded. Mayor Shields requested roll call vote.

Variance Agreement- The Director of Public Works wanted to request a variance agreement for a car port put up by a gentleman that is under the 5 feet. The board decided to wait until the gentleman applied for a building permit before making a decision.
Bring Up Items:
Landfill- The Town Clerk wanted to inform the board that the landfill was deeded over to the county in January of 2018 and we were just notified this month.
Tom Davis/Kiowa Healthmart- Tom Davis inquired of Mayor Shields regarding a possibility of designating a parking spot for curb side service. The board all agreed that they thought that would be all right.
Pot Holes-Terry Riley was approached by a member of the community about two pot holes on 7thstreet. Director of Public Works informed the board that he had oil and asphalt coming to fix the pot holes.
Lighting- Terry Riley was also approached if it was possible for the town to put up another light in the middle of 7thstreet for people who walk that street during the evenings. The board wanted to table this issue until next meeting.
Weed Letters- Dennis Pearson asked if weed letters were going to be sent out. The Town Clerk stated that they planned to do a drive around and send out weed letters.
Large Trucks- Lisa Trigilio inquired if there was an ordinance in place for large trucks parking on the streets. The Town Clerk stated that there is an ordinance and would provide it to her.
Chip Seal- Director of Public Works notified the board that the county will begin chip sealing the town streets in August. There is enough rock to do 19,000 square yards, and plans to get the streets that were not done last year completed in addition to other streets.
Variance- Director of Public Works brought to the board’s attention the possibility of another variance agreement. A gentleman wants to put a carport up in a vacated easement. The board decided to wait and see if the gentleman applied for a building permit before making a decision.
Fourth of July Parade- The Assistant Town Clerk informed the board that the kids Fourth of July Parade would be held again this year.
Adjourn- Lisa Trigilio moved to adjourn the meeting. Priscilla Waggoner seconded, motion passed unanimously.
