Town of Eads Board of Trustees meeting minutes - June 9, 2020

The Regular Meeting of the Town of Eads Board of Trustees was called to order by Mayor Shields, Tuesday June 9, 2020 at 4:57 p.m. in the Town Hall. Assistant Town Clerk, Barbara Scranton, took roll call:

Mayor – Joe D. Shields- Present

Trustees – Present – Terry Riley, Dennis Pearson, Justin McLoud, Kathy McCracken, Karl Eikenberg, and Meghan Buck

Absent –  

Town Clerk- Robin Fox –Absent

Assistant Clerk- Barbara Scranton-Present

Director of Public Works- Van Brown- Present

Minutes­- Kathy McCracken motioned to approve the minutes with revisions. Dennis Pearson seconded, motion passed unanimously. 

Approval of Bills – The finance committee reviewed the bills prior to the meeting. Kathy McCracken motioned to approve payment of the bills ($4,599.06 Water, $5,087.30 Utility, $40,188.55 General, $218.19 Conservation: $50,093.10 Total). Meghan Buck seconded, motion passed unanimously.

Old Business:

Pool- Justin McLoud and Van Brown had a couple of phone meetings with Dannah Koeniger regarding the funding for the potential new pool. They are looking at grants from a variety of granters. However, because of the COVID-19 pandemic many granters have redirected funding for relief efforts. Other options are being considered. Unfortunately because of the world events there will not be enough time left this year to get a pool in and open. Justin McLoud was advised of the next steps in moving forward, if the Board is still in favor of the project. It is the consciences of the board to continue to pursue the endeavor. The next step is a feasibility study to determine the success of the project if/when completed. Justin McLoud is going to get additional information regarding the feasibility study; including cost and time frame. The Board of Trustees would also like to hold a community forum to answer questions the residents may have, as well as determine the desire of the community to continue to move forward with the project. The Board of Trustees would prefer to make the Feasibility Study and Community Forum happen in conjunction with each other.       

New Business: 

Water Tank Bids – The Town is accepting bids for the recoating and repair of the elevated water tank. The Town has a grant to assist in the cost of the project. Bids will be out July 1, 2020.

Airport – The airport runway is in need of repairs and has a grant to assist in the cost of this project. Open bidding is not required. The repairs will be in progress the last week of August through the first week of September. 

Bring Up Items 

Fireworks Display – Terry Riley informed the Board of Trustees that the Fireworks display will be on July 4th.

Meeting with Auditor- Mayor Joe Shields met with Amanda Brown, the Town’s auditor. She had a few concerns that Mayor Shields brought to the board. The Board is currently happy with the way things are going and do not feel many changes are necessary at this time. 

Thank you - Justin McLoud wanted to say thank you to the employees of the town for work and dedication during the COVID-19 Pandemic. It has been a strange time and things have been difficult for everyone.

Adjournment- Terry Riley motioned to adjourn the meeting at 6:03 pm. Karl Eikenberg seconded, motion passed unanimously.
