We were (and had been for a few years) working hard to bring a difficult question to the Kiowa County Community. We were planning, communicating, analyzing, and preparing to ask the community for support on a mill levy increase measure for the Library - something that hasn’t increased since we became a special district (which operates separately from the county) thirty-three years ago in 1987.

Rodney Shivers, Jr., was born to Rodney Sterling Shivers Sr. and Frances Pearl Prewitt Shivers in Cleveland, Mississippi, March 18, 1954. Rodney was the oldest child, having a younger brother, Jeffery, and a younger sister, Stacey. Growing up in a farming family, Rodney was helping on the farm from a young age and fell in love with raising crops from the soil.
